The Republican party is trying to define a set of common principles. Perhaps Chris Matthews elsewhere describes how the party is enforcing these principles, but simply stating "this is what we believe" (or "this is what we stand for" or "this is what we mean by conservatism") is much different from saying "and now we shall force you to believe it too".
I'm not sure if I like Matthews impugning the name of the Khmer Rouge by implying they're like the Republican party.
